Midtown Thermal Control Center CHP Project

PROJECT OVERVIEW

JPC Group was a major contractor for the construction of the Midtown Thermal Control Center Combined Heat and Power (CHP) project for Pepco Energy Services Construction Group – a subsidiary of Pepco Holdings, Inc. (NYSE: POM). This project was done within the confines of a fully functional and operating steam and chilled water project. The facility provides commodity steam and chilled water to five Casino Hotels including The Pier at Caesars and Boardwalk Hall. The CHP project consisted of a Solar Taurus dual fuel Gas Turbine rated at 5.6 MW's, a Rentech Heat Recovery Steam Generator (HRSG) with a Coen supplemental fired natural gas Duct Burner and a JJ Crewe Natural Gas Compressor. In the construction of the project, JPC Group was responsible for all site civil work including demolition, excavation, underground utilities, block, concrete, grading, landscaping, and all finished carpentry.

We were also selected by the client to serve as the Owners Representative for Operations during the construction, start-up and commissioning phases of the project. In that capacity, we supported all of the City and State permitting of the project disciplines. We approved the detailed design and construction installation and verification documents, as well as all of the systems and component flushing procedures and inspections. JPC Group executed all aspects of Plant Operations during the start-up and commissioning with all of the major original equipment manufacturers (OEM). This included factory acceptance testing (FAT) of all major components, initial operation, equipment set-up and testing, loop checks, functional performance testing, off-site impact acoustic testing and environmental compliance stack testing. We coordinated and scheduled all of the OEM phases of the Operator and Maintenance training. We participated and completed punch-lists of all of the City and State inspections done for the project.
